On June 24, 2026, the Early Learning Council adopted new rules designed to help prevent suspension and expulsion in child care programs. These rules introduce new definitions, policy requirements, and communication expectations. They also require child care programs to contact Every Child Belongs when a young child is at risk of potential expulsion.
The rules apply to:
- Registered and certified family child care programs
- Certified child care centers
- Certified outdoor nature‑based programs
Although the rules were adopted in June, they will not take effect until September 1, 2026. To view the new rules visit: https://www.oregon.gov/delc/about-us/Pages/rule-making.aspx#Adopted
