During the 2013 Legislative Session, the Oregon Legislature passed bills that provide funding for two important investments in Oregon’s earliest learners.

House Bill 3232 established the Oregon Early Reading Program, which includes funds to be directed by the Early Learning Council for the purpose of strengthening early literacy among children ages 0-6 and with the intention of improving children’s kindergarten readiness and third grade reading proficiency. House Bill 2013 created the Early Learning Kindergarten Readiness Partnership & Innovation Fund, which is also directed by the Early Learning Council, and which will provide funding for communities to pilot innovative approaches for linking early learning and kindergarten.

We anticipate that the requests for proposal for each of these programs will open in early 2014. Please check back in this space for additional information and updates. URGENT UPDATE:

The Oregon legislature passed a bill allowing the production and selling of the “Keep Kids Safe” license plates with the additional charge going to county programs which help prevent child abuse.  In Deschutes County the examples are the relief nurseries and parenting classes.

The legislation requires we sell at least 500 per year to keep the “Keep Kids Safe” license plate purchase an option.

The sale of the license plate provides funds to prevent child abuse and a small billboard to make people aware of this need in our communities.

We need to sell about 100 more license plates before October 31, 2013.  You may purchase the license plate even if your current plates are not due to be renewed.  The cost is pro-rated.

The Oregon Children Trust Fund of Oregon is now the agency in charge of managing the program and allocating the distribution of the funds.  They also have a link to help order the plates at: http://ctfo.org/support-kids/kkslicenseplate/.

Thank you very much and please buy a “Keep Kids Safe” license plate today.

In 2011 House Bill 3250 was passed by the Oregon Legislature to allow the sale of the Keep Kids Safe (KKS) License Plates through the Oregon DMV and Children’s Trust Fund of Oregon. The net proceeds go back to Oregon counties for proven child abuse prevention programs. Children’s Trust Fund of Oregon needs to sell 100 more license plates by October 14th, or the license plate will cease to exist and communities will lose a sustainable source of revenue to fund vital child abuse prevention programs.
